Yep it sounds like a deviation (audio) problem.

You need to make sure your deviation is set to between 3Khz and 3.5Khz for
packet. If the deviation (audio) is too high (loud) or to low (soft) the
transmitted packets will not be decoded.

You don't say if you are using a modem or soundcard with AGWPE.
Sounds to me like the Tx isn't getting enough audio. I have similar 
problems with my old ICOM 255A. Audio level is barely sufficient and 
other stations can't always decode. The 255A (which uses a mic with 
inbuilt preamp) really needs a preamp on the audio input as TNCs just 
don't have enough output to drive the Tx adequately. The audio is quite 
noticeably very weak when monitoring the Tx..
