[OZAPRS] Changes to VKAPRS-IS server configuration

Thanks for the code snippet.  Been meaning to have a look for some time,
but just no time.

I have made the mod to the source here and recompiled and .......
surprise surprise It WORKS FINE! (took about 5 mins in total).  Made my
fixed filter "m/250"!

Can now use "rotate.aprs.net.au" on port 14580 when it becomes
available.
