[OZAPRS] PCSAT2 Status

MD is Maryland.  But now we hope to have it on
everywhere that we have PSK command operators.

min power means the "minimum power" mode to
conserve power while the batteries charge up.

The 9600 baud data we need begins with {T
and is a long packet.
