[OZAPRS] Someone is digipeating on HF?

Can I offer a comment here?
 
I can decode beacons on 30m from what seems to be all the VK stations that
are comming up, unless there are some over Perth way.  A little earlier
today, in a period of a few minutes, I had signals from VK2, 3, 4, and 5.
This included all the "regular" ones I am used to seeing.  So if someone
was digipeating, wouldnt I see it?
 
I have received from time to time a small number that were say from TCPIP
out to HF, but these were not regular and the likely explaination was that
it was somebody playing for a short period - and isnt playing part of
amateur radio?
 
I have not seen anything like a regular (unexpected, ie not ECHO) HF to HF
digipeat. In fact, I only have noticed it happen once.  So how come it
seems to occur locally only?
