Why don't you login to your account and request an IP change?<br>
I'm on 115.70..... and the page tells me the next available IP
is 220.233......<br>
According to this page, the first 30 changes are free then they
start charging.<br>

website. If it doesn't I can not advise on what else you can do,

then to cancel your Exetel service, and sign up with an
alternate ISP,
hoping they don't also block the other ISP's IP address ranges
too.<br>
