[OZAPRS] New HF APRS iGates in VK5 - 30m/40m

The frequencies are 'dial' frequencies, assuming a 1600/1800 Hz tone pair,
which is what I've got direwolf set up to decode - it's doing a good job!

At the moment I'm hearing your beacons just fine.
