[OZAPRS] Telemetry experiment

Hi Wade
the original solution was based on a Kantronics TNC, but was upgraded a few
years ago.
The system is now looked after by others, and as for the configuration:

*The APRS telemetry is generated via an Argent Data Tracker 2.*
