[OZAPRS] VK1RGI-1 config changes

I've always used the practice of use the least amount of hops to be injected into the aprs-is (the internet!)

There are some who feel that they should be heard everywhere! You'll never stop them so I wouldn't waste your time and effort.

That's a rather inappropriate path for the WX beacon, the whole east
coast doesn't need to hear it!
Most traffic in the Sydney basin really only needs a path of WIDE1-1,
anything more is just pollution.
