[OZAPRS] HF APRS info on main webpage

Hi All,

Hoping someone with admin rights could edit the freq and other info that is
on the main website for aprs.net.au on the HF side.

Namely the achieving of the 20m info (my understanding is that is no longer
current) as well as update the freq details for 40m moving them up to the
7040 block rather than down in the 7030 block.
