[OZAPRS] IO board project giithub update

[Glen English VK1XX]

Not powered through connector, but since all the pins are there , you 
can jumper the switched 5V on there. the board is designed to be 
jumpered up by the user... Otherwise too hard to be all things to all 
people.

Couldnt really spend any more time on it so I made it a 4 layer. spent 
about a full working week all up I think.

The idea is that the board sits on the screwsand you use a short PCB 
fixed or 40way ribbon IDC jumpered to the board... this way the board  
sits upright, not upsidedown. But... you *could* put the board up 
underneath the board....
