[OZAPRS] Net/rom and rose

I can't get any closer than late 80s when VK2RAG ran a very early 
version of NOS that still displayed the "NET>" prompt from Phil Karn's 
original program. We played with TCP/IP back then but it didn't sit well 
with the Rose mob.
