[OZAPRS] [amsat-bb] Signalink Modification for 9600 baud

There is a difference between 'works' and 'works optimally'.
Using a Signalink is quite likely to work with a good SNR, however there is
likely going to be a performance hit due to the 3khz passband width.

Actually quantifying the performance hit isn't something you can easily do
from a satellite pass - bench testing with known-SNR signals is a better
approach.
Then there's the question of modem performance, and anything trying to
decode FSK via a FM demod ('slicing') is going to have some degree of
performance hit compared to an ideal FSK demodulator.
