the 40-50 meg 60W or 110W motos can be obtained reasonably cheaply from
the USA.

specifically, motorola  MITREK

they are produced in 29.7-38 and ~ 35-50 meg bandsplits, it varies. many
are switchable wide/narrow band . watchout for narrowband only, that
will be no good here.

programming them DOS day radios is another story, but not difficult.
also most of them are remote head units and the heads are bulky, so
there is a degree of ingenuity required to run them up without their
control heads.

if u get one, might be a good idea to get the whole control head to
assist the learning

having said all that they are excellent radios .

they are big, though. plenty of information on the net, also at
repeater-builder

http://www.repeater-builder.com/motorola/mitrek/mitrek-index.html

lots of info in there like midway down the page

"Mitrek Mobile Radios"

http://www.repeater-builder.com/motorola/mitrek/mitrek-6m-kd3ij.html

or search ebay.com (USA site) with " two way radio  low band"
