yep try  stick to the highest frequency the path will support, stick 
near the OWF (approx  85% of the monthly median MUF)

1) This will reduce/eliminate the production of multi hops/ multipath 
which in turn causes frequency dependent fading

- that is one of the FSK tones may be in a fade, and the other tone not 
in a fade. A couple of milliseconds of path difference will generate a 
500Hz comb filter.

2) Antenna efficiency is increased, galactic and atmospheric noise is 
reduced.

3) Force a longer path/lower angle that will change less with 
ionization, IE less frequency changes throughout the day. For a 1000km 
path mid latitude , you can probably work with two frequencies the whole 
day.

Given we have multiple bases, then I expect 10 MHz would be usable 24 
hours a day.

And given that there are multiple bases, there is receiver diversity, 
path diversity, and given the number of base options, generates a very 
high reliability system.

Of course there is the other end of the spectrum, 160m... which has 
equally useful traits....but you need to work much harder on the mobile 
antenna.
