Yes and if you Google "Arduino APRS" you will find a code base that will do
precisely what you want, once you do some of the hard work formatting the
packet.

Then you'll find out that 0:255 is sometimes not quite enough resolution
and sending polynomial coefficients to aprs.fi is a useful thing to look
into.  Then you'll discover the high resolution packet formats.  We've used
APRS telemetry in HAB experiments in days gone past.

APRS telemetry is interesting to play with.  Have fun.
