[OZAPRS] Horus 23 Balloon Flight - WIll go ahead today

The vehicle data gaps are mainly a result of some cars not having very 
good 3G antennas.

The 1970 dates are just a problem with the software, one we haven't 
bothered to fix yet, as it doesn't really matter much.
