[OZAPRS] Is the Eastern APRS server offline for the rest of the world?

Not sure if this will help anyone with the ISS mystery. On the last couple
of passes I received:

I'm running UI-View32, "TNC"  is a Rigblaster Plug&Play with AGWPE, and the
antenna is a wire dipole connected by about 20metres of rg58 laying about 2
high on a garden arch. (rough as I know) The Frequency was 145.800mhz.

I tried beaconing from my car at the same time as the pass and wasn't
digied  by the space station.
