I doubt that this is the problem. The packets are getting into an iGate
successfully which should mean that the checksum on the packet is valid.
If you were over-driving the input then you should be making a mess of
the packets and they should fail checksum at the reciever and not be
gated. (unless the RX iGate has "pass all" turned on...)

I like the theory that the packet could be being assembled from bad
input data (poor GPS fix) or the packet is being corrupted after it has
been received at the iGate or digipeated. 

I'm with Gordon though. Looking at the list of packets doesn't seem to
make a whole lot of sense.
