The best way is to not use Xastir but something designed from the start to be an IGate such as Javaprssvr or aprsd.

However you need to configure an upstream "Internet Server" interface to rotate.aprs.net.au and an RF interface using "Serial KISS TNC" or similar.  On the RF port properties dialog there should be a box labelled "IGate Options" with 3 checkboxes.  Check the one that suits your intentions, either receive only ("Allow RF to Inet traffic ONLY") or ("Allow RF->Inet and Inet->RF traffic").  You will need to put a relevant path into the "Igate -> RF Path" text box.

You will also need the "Allow Transmitting?" checkbox set at the top of the dialog.
