How comprehensive does the software need to be?  I built my own weather
station and used Python for the data collection and munging.  I used a
small shell script to generate graphs every hour and ftp them to my
website.

If you know how to get data from the weather station, and what format it's
in, then it should be easy[1] to transform it and send to APRS or
WeatherUnderground.
