Take a look at OpenStreetMap (OSM):

http://www.osm.org

People are making maps of the whole world.  You can get the underlying vector 
data or rendered map tiles for free and with no restrictions.  Furthermore, 
if you discover an error or omission you can fix it.

I am surprised that few people using APRS have cottoned on to this, so you 
might be a pioneer.  If you get something working please report back, but OSM 
should be a good start for your Googling.
