[OZAPRS] Smart Beaconing settings

I have a couple of screen captures from the OpenTracker config program as
well that I will upload - however in all cases as being discussed here the
smart-beaconing config probably needs to be tweaked a bit in all cases :)

I have noticed previously that the Tinktrak4 configuration page at
http://www.aprs.net.au/configuration/tinytrak4 has a 10 in the Telemetry
rate box.  When setting up my TT4 I tried to follow this guide closely
but found that putting the 10 in Telemetry rate a suggested caused my
TT4 to beacon every 10 seconds so set this box back to blank.

Perhaps this is what has happened to Stuart.

I have previously passed this info on to Geoff XJG but I don't think he
has had time to update the web page yet.
