[OZAPRS] Unsupported packet format

If you ever see this, go to the aprs spec, or compare to another good known 
packet

the "malfromed packet" is a catch all in a filter that someone has written 
from the spec.

if you hit that, there is a good chance the data you are sending does not 
comply.
