[OZAPRS] APRS Website Update

May as well use this as a 'launch' point for this new project :)

I am in the process of converting the aprs.net.au website to a Content
Management System (CMS) based site.
This will allow users to be able to administer different sections of the
site, so 'offloading' the responsibility of maintaining the site from any
one person.

And, one of the "new" sections within the CMS structure is a coming events
calendar, which can be used to keep tabs on upcoming outback trips, talks
and other events.

As part of this we are also setting up to integrate the various state pages
into the same structure, so that all APRS sites for VK share the common look
and feel, as well as being easy to manage and delegate areas to different
people to maintain.

The site is still under test, but when it is ready it will replace the
existing site
