well,   ....  not a real waste, but a necessary evil,

in other words, if we didn't have  the WIA,  we wouldn't have a hobby,
the ACMA would have shut us down and turfed us off, because operating as individual licensees we have no say  and all that spectrum is worth big $$$ and our 13,000 licenses is a drop in the ocean for what the ACMA could potentially make by selling off our pieces of spectrum to commercial interests.

so to protect our "licenses" it is necessary to be a member of the WIA so that we have unified membership,  for example, take a look at the gun lobby, if they acted as individuals they would have no political power !!
