Gentlemen,
Thanks for the replies on deviation.

If I had not asked the question I certainly would have set the 
transmitters up wrong.

The article pointed to in the replies has taught me a lot.
I must admit that when I was taught FM theory over 40 years ago I 
never fully understood it or I wasn't paying attention at the time.
