[OZAPRS] Off Freq 40m station

[Gerard Hill]

These signals have been around for some time. Turns out that its not an 
APRS station who bumped their dial. Its a group of packet stations 
(VK2TT, VK2RX and VK4ALN) operating 1.20 kHz higher than the APRS frequency.
