G'day Phillip,

Without needing to get caught up in red tape, if information is being
transmitted in plain text, I would have thought it acceptable for your
friend to use their standard ZL callsign and simply put something like
"Portable in VK" or similar in the Beacon Text field that accompanies
each transmission.
