[OZAPRS] 20m

The pre-driver, a TO5 device, probably a 2N4427 (maybe a 2N3553) is 
getting too hot to touch, without drive. It's a simple resistive divider 
in the base circuit and I suspect either the transistor has gone leaky 
base-collector, or the 180 ohm base pull-down resistor has added lots 
more zeros to its value :-)

I have spares of either type transistor so it becomes a time thing to 
fix it.
