[OZAPRS] Glider tracker update

Been doing some more work on a 434 MHz tracker.

The specs are

1) GARMIN OEM 15 engine GPS internal patch antenna
2) Surface mount 16F628 PIC 
3) Surface mount MAX232
4) ER400TRS manchester encoding 10mW TX
5) Transmitts once a second
6) TX burst in the 25 ms range
7) RX is another ER400TRS --> serial via a MAX232
8) USB to serial dongle
9) eeePC running LINUX and xastir
