Ron,

Not sure of the TinyTrack, but the Opentracker1+ (which I have) can be 
configured to look for any signal on the line in, or only tones that are valid 
packet radio. It has the smarts to decode APRS locations and send them to the 
GPS as waypoints, rather than level detection. If the squelch is open then you 
don't miss the start of packets if your radio is a little slow, or the Tx 
delay is too short on the transmitter.
