[OZAPRS] VK2RTZ Newcastle Region Update

The VK2RTZ digipeater is now fully operational on Mt Sugarloaf and 
appears to be working better than it ever has before.

Which, as you can appreciate I'm sure, is very good news.

Faults were found, which is always a good thing,  and repaired so we are 
all hoping that it will be fully stable now.

We should all cross our fingers in unison on this one fellows.
