SEQLD APRS has fallen in a heap

We have

1. Stations with 3 second transmit delays
2. No co-ordination of digi placement
3. A station re-transmitting all the VK4 traffic back into the on air
network.
4. Mobile stations are struggling to get out, on what was once a quiet net
5. Short time spans between digi idents.
6. Weather stations transmitting errors
