[OZAPRS] UI-View Internet and beacons

UI-View used to be very badly behaved with regards to the IGATEing of
packets from the Internet to radio. As a result of some issues in South
East
Queensland, those limits were added, and seemed to have really helped
things.

I have the UIVIEW here transmitting (gating from the internet) ALL
activity for VK2 and VK1.. But additionally there are packet limits that
also apply, and I do run up against them occasionally..  The radio sends
something each minute, but definitely not busy..  There is only me out
here at present so it gives me some signals to test coverage from home..

I believe I'm correct in saying that as a rule, Igate's don't broadcast 
everything they "hear" from the internet to radio, there's just too much

traffic to do that.

In my little corner of the world where the sum of all APRS users is two,

I send selected stations to RF to provide a bit of interest. Just for a 
lark, quite some time back I gated all VK and ZL callsigns to RF and the

radio never stopped transmitting.
