[OZAPRS] APRS SSID usage !!!

I was deliberately trying not to make any particular 
person/organisation/state a villain because that doesn't serve any 
useful purpose if our objective is uniformity. We should be able to 
discuss these matters in an objective way.

I pointed out the obvious that different recommendations exist, I'm not 
blaming anybody for those differences.
