I'll stick my neck out and say that everyone who has ever used a voice
mode has, at some time, accidently talked over another station. Such
action, ignoring the operator with malicious intent, is not intentional
and is accepted as a fact of life.
For a transmitter without an accompanying receiver, every transmission
must be considered malicious because there can be no attempt to listen
first.
