[OZAPRS] tracking 300 baud packet

the problem is, that IGATES are using receive-tncs, that require +-20Hz 
accuracy of frequency for 300baud PR.

Solution would be to upgrade to DSP-TNC from company called SCS.
It has got -+400Hz (800Hz total) RX window for frequency drift using a
very 
powerful DSP chip.
It could even decode two or more packets at same time, as long as they are

slightly offset in frequency.
