[OZAPRS] European v US new paradigm

Gday all,

Can someone please post a brief but concise overview of both the European 
and US versions of the NEWN-N paradigm to this list so that we can all
have 
a consistent base from which we can derive our own states requirements and

therefore begin to formulate the required national standardization.
