[OZAPRS] WIDE1-1 (was: European v USnewparadigmand pathlimiting+confusion....)

WIDEn-N digis will do WIDE1-1 also, just as they did RELAY.  To send a  
frame one hop without bringing up fill-in W1 digis, simply address it  
WIDE2-1.
