[OZAPRS] VK3 Network Monitoring

Because,
Site Alert also sends alarms for low battery and two other inputs which
can be
used for other monitoring eg "mains power off".
Plus it will also "turn" the digi off to save the battery from being run
completely flat during and extended power outage.
Also, as it sends this data in telemetry format it is easily captured /
viewed
on UI-View , FindU and other aprs applications.
