Look at the packets and look for dupes of the same packet from
the same digi.  In Baltimore area (USA) which has the highest
density of APRS on the planet and is between two other cities of
equal loads, a constantly busy channel was all we used to see
also.  Nothing worked reliably.

But then we notice that most of the traffic were duplicates from
missocnfigured digis and users.  Thus we developed the
New-N-Paradigm to get it all fixed.  Now there are several
seconds between most packets, and yet we are still supporting
the same number of users and the channel is now much more
reliable.

So analyze what is going on, and see about fixing it.
