[OZAPRS] UIViewV2.39 (16 bit) bad packet formation?

Hi All again,

well I am up and running. After discussions with Bob Bruninga  
regarding the TOCALL, and detailed discussions with my local WIDE  
maintainers,  I changed my UIView path to...

APRS,VK4RTW-3,WIDE

and all works. I am gated properly, and my Kenwood now sees me...So  
simple, yet felt so complicated yesterday  :-)
