[OZAPRS] INET to RF messaging

VK3 primary IGates.

VK3KAW
VK3JFK-10
VK3SB
VK3HAP
VK3JTM

All (except VK3SB) allow two way messaging for local stations.
A Local Station is considered to be within 1 digipeater hop from the
IGate.
VK3SB considers Local Stations to be VK3*
