[OZAPRS] aprs.net.au and second.aprs.net.au

The problem is back - no traffic from aprs.net.au is getting to any
other server on the internet (including second.aprs.net.au).

OK Alan. You said that the server did not appear to be passing data to
other servers but you didn't say that you had checked the web status and
that it looked OK. Hence my suggestion.
