[OZAPRS] VK6DLX off the aprs network

Hi all

Due to lack of use and the recent establishment of alternative aprs
services in the Perth area I've disabled the aprs daemon on VK6DLX. This
will allow DLX's limited resources to better serve the VK6BBS user
community.
