Just a thought....
 
Is it possible for you to feed your TNC's TX audio into a soundcard
program, to measure the two tones (preferably one at a time).
 
It would be interesting to see if the tones are indeed exactly 1600Hz and
1800Hz.

OK, further to my earlier reports, I have now also checked out my TNC and
am happy that it is on frequency for decoding 1600/1800 tones.  So I am as
certain as I can be that my gear doesnt have any faults or errors that
would in any way discredit anything I have previously said.  It was a bit
of a worry.
 
The band dropped out today at UTC 00:08, which was the time I last decoded
a beacon (via AGW) from VK3MY-3.  Roll on until we get propagation back in
from VK later this afternoon!  Then I can test my TNC as well, and confirm
one way or the other the theory that the Oz stuff is 400 Hz high, with the
confidence that any errors here are known and allowed for.
 
After that, I look forward to Ron's tests.
