gateway on 30m... which will be on the international frequency).

And it still makes no sense to me why Australia needs its own HF freq.
Why not join the rest of the APRS world on 10.149.2 MARK tone, 10.149.4
SPACE tone.  SImply subtract yoru own modem's audio tones and operate USB
on that dial frequency.
