I'd prefer to see N being positive rather than S, to keep in line
with normal Cartesian convention (after all, APRS is global).
Having said that, perhaps a signed fixed point number is another
possibility:
lat and long would each be 16 bits of minutes and 8 bits of fractional
minute.
Total length 6 octets and easily manipulated.
