Good analysis. Indeed, USB seems safer overall.

I suspect there would be harmonics of the 1600 and 1800 Hz tones
present, perhaps third harmonics. Then you would need to know the Tx
filter characteristics to know how much those will be attenuated. With
LSB those would be in band, USB they would be out. They are probably
insignificant though. Also, the higher frequency audio of the PK232
in your example would be a benefit in that case.
